Global warming and climate change have come to the fore as a key sustainable development issue. The government of many countries as well as clients (such as brands and customers) are increasingly demanding more stringent requirements on energy efficiency and greenhouse gas emissions (GHG). As a result, companies must be able to understand and manage their GHG risks to ensure long-term success in a competitive business environment, while to prepare well for satisfying the climate policies of brands, countries, or regions.

At the COP26 Climate Change Summit in Glasgow, Scotland, United Kingdom, including 197 countries participated in the United Nations Framework Convention on Climate Change adopted the Glasgow Climate Agreement. The covention published on the website of the United Nations Framework Convention on Climate Change (UNFCCC) acknowledges the goal of restricting global temperature rises to 1.50C that requires a rapidly reducing in global greenhouse gas emissions, in which CO2 emissions must reduce by 45%, CH4 must reduce by 30% in 2030 compared to GHG levels in 2010, to achieve net zero by 2050, other greenhouse gases also need to be much reduced.

“Although Vietnam is the developing country that has only begun to industrialize for more than three decades, Vietnam will develop and implement measures to reduce greenhouse gas emissions even more strongly with our resources. With the cooperation and support of the international community, both of finance and technology transfer, including the implementation of mechanisms under the Paris Agreement, to achieve net zero by 2050- Prime Minister Pham Minh Chinh stated Vietnam’s commitment at COP26. So, what is the greenhouse gas inventory? How do we conduct a greenhouse gas inventory? What is the responsibility of the facilities belong to the list and field must carry out the greenhouse gas inventory according to Decree No. 06/2022/NĐ-CP?

1. What is the greenhouse gas inventory?

GHG emission inventory is the activities of collecting information and data about GHG emission sources, calculation of GHG emission and absorption in specific area and year according to the methods and processes issued by competent authorities;

2. Why do we need a greenhouse gas inventory?

According to the law:

On Jan 18th 2022 Deputy Prime Minister Le Van Thanh has just signed Decision No.01/2022/QĐ-TTg promulgates the list of greenhouse gas emissions fields and enterprises that must carry out the greenhouse gas inventory.

Accordingly, there are six fields that must carry out the greenhouse gas inventory: energy, transportation, construction, industrial processes, agriculture and forestry and land use and waste. These are:

GHG-emisssion facilities that must carry out GHG inventory are facilities with annual GHG emissions of 3,000 tons of CO2 equivalent or more or in one of the following cases:

a) Thermal power plants, industrial production facilities with total annual energy consumption of 1,000 tons of oil equivalent (TOE) or more;

b) Cargo transport companies with total annual fuel consumption of 1,000 TOE or more;

c) Commercial buildings with total annual energy consumption of 1,000 TOE or more;

d) Solid waste handling facilities with annual operating capacity of 65.000 tons or more.

4. Responsibilities of facilities complying with Decree 06/2022/NĐ-CP

Greenhouse gas emission facilities are on the list specified in Decision 01/2022/QĐ-TTg or organizations and individuals than those prescribed in Clause 1 of this Article are encouraged to carry out mitigation of GHG emissions in a manner that is suitable for their conditions and activities in order to enhance the image of a sustainable business to meet the requirements of the brands responsible for monitoring and implementing Decree 06/2022/NĐ-CP to 2030.
