Climate change is one of the biggest challenges of humanity in the 21st century. The excessive emission of Greenhouse gases (GHG) from socio-economic activities is the major reason leading to global climate change. Reducing GHG emissions has been always the main topic of negotiations at the Conference of the Parties to the United Nations Framework Convention on Climate Change.
Therefore, the concept of Nationally Appropriate Mitigation Actions (NAMAs) is identified in Action Plan at many countries. NAMAs is a relatively new concept and is considered as a tool for developing countries to implement GHG reduction measures appropriate to national conditions and develop country sustainably with the support of developed countries regarding the technique, finance, and capacity building.

In 2018, ENERTEAM participated in the project as in consortium with RCEE-NIRASS (the main consultant) for the project to “Supporting JICA on NAMAs in Ho Chi Minh city”.
JICA is currently implementing a project on “Supporting for NAMAs Planning and Implementation related to NAMAs Planning and Implementation through Measurable, Reportable and Verifiable – MRV activities of the project with the co-operation of the Ministry of Natural Resources and Environment (MONRE).
The project objective is to improve the capacity of the Government of Vietnam related to planning and implementing NAMAs. A part of project’s activities focuses on Ho Chi Minh city and other cities of Vietnam.

Some activities implemented by ENERTEAM in this project are as follows:
- Research on Greenhouse gas (GHG) inventory
- Compile the Vietnamese version of Ho Chi Minh City – GHG inventory in 2013 based on the Global Protocol for Community-Scale Greenhouse Gas Emission Inventories (GPC) and 10 industries.
- Support project’s experts in training on GHG inventory according to the GPC in 2014.
- Support in developing GHG inventory preparation manual for Ho Chi Minh City (HCMC).
- Research on waste
- Support relevant organizations of HCMC in implementing MRV pilot solutions.
- Support to develop NAMAs/MRV guidance and workshop/training documents for HCMC and other cities of Vietnam.
- Support in coordination/communication between project’s experts and relevant stakeholders in HCMC.
