THE ASEAN LOW CARBON ENERGY PROGRAMME (LCEP) is a part of the United Kingdom (UK) Government’s Prosperity Fund, administered by the UK Foreign Office (FCO). The project implementation consulting joint venture was assigned to Ernst & Young, Carbon Trust and IMC Worldwide. The LCEP focuses on 2 programs: Green Finance and Energy Efficiency. Carbon Trust (CT) is the international consultant in charge of energy efficiency in 5 countries: Malaysia, Myanmar, Thailand, Philippines and Vietnam.
In Vietnam, LCEP is part of the National Energy Efficiency Programme for the period of 2019-2030 (VNEEP3) implemented by the Ministry of Industry and Trade (MOIT) and defines energy savings target of 5-7% in 2025 and 8-10% savings in the period 2019-2030. Within the framework of this project, Energy Conservation Research and Development Center (ENERTEAM) is the main national technical consultant supporting the CT in carrying out all relevant activities of the program in Vietnam.
The Ministry of Industry and Trade (MOIT) has proposed LCEP to assist in tracking those targets as mentioned above under the National Energy Efficiency Programme for the period of 2019-2030 (VNEEP3) through the pilot for the rubber industry. The scope of the project’s support for the rubber industry includes MRV (Monitoring, Reporting & Verification System) and BAT (Best Available Technology Assessment) and will only focus on raw rubber processing (VSIC 20132).
ENERTEAM has cooperated with the Vietnam Rubber Group (VRG) and Vietnam Rubber Association (VRA) to implement all supporting activities for rubber processing factories in the South, as follows:
- Conduct energy audit for 15 rubber processing enterprises while 11 companies belong to the VRG and 04 private companies.
- Develop the proposing/suggestion of Monitoring – Reporting – Verification System (MRV)
- Develop the Best Available Technology (BAT) Assessment Report.
In addition, LCEP also implements other supporting activities for seafood processing sector in the Mekong Delta, such as:
- Energy audit for 03 seafood companies in Soc Trang and Kien Giang province.
- LCEP and ENERTEAM have cooperated with Vietnam Association of Seafood Exporters and Producers (VASEP) to Organize 2 training courses for seafood companies, including:
+ Training on Energy efficiency in freezing and Refrigeration systems for the seafood sector, on 27 July 2021 virtually via the Zoom (due to the Covid-19 situation)
