Energy Efficiency Network (EEN)

TESTING AND IMPLEMENTING THE PILOT ENERGY EFFICIENCY NETWORKS (EEN) IN INDUSTRIAL ZONE IN VIETNAM

Normally, we well know about “economic network, bank network, business network, etc.”, but regarding technical aspects, we firstly hear about “ENERGY EFFICIENCY NET WORK (EEN).

This is the pilot project funded by GIZ that has been firstly implemented in Vietnam in 2018. The project is titled “TESTING AND IMPLEMENTING THE PILOT ENERGY EFFICIENCY NETWORKS (EEN) IN INDUSTRIAL ZONE IN VIETNAM“.

Especially, in this project, ENERTEAM was in charge of LOCAL TECHNICAL CONSULTANT” cooperating with the International Expert of the Project to execute all related activities as required in Vietnam.

1. OBJECTIVES OF THE PROJECT

The overall objective of this assignment is to test the EEN approach in the Vietnamese conditions, for example: low energy prices, strong economic growth, specific political conditions, limited energy efficiency producer market, limited technical knowledge awareness of industrial companies on energy efficiency, the lack of the energy efficiency legislation and rather poor quality of most of energy audits under close guidance and supervision of the recruited International consultant within the Capacity building campaign of GIZ  project.

2. WORK PACKAGES 

The project includes 5 work packages as follows.

3. DETAILS OF EACH WORK PACKAGE

a. Work package 1: Support in operating the EEN

• To assist the GIZ and the international consultant in operating the EEN according to the German model adapted to the Vietnamese situation
• Following up all activities of the EEN
• Support the international consultant in proposing advices appropriate to the current situation of Vietnam and based on our experiences through many projects and researches as well as our professionals in sectors
• Organize a training on energy efficiency with topics focusing on lighting, pump, fan, air compressor, boiler, etc.

b. Work package 2: Energy Audit including the installation of smart meters at the participating companies

• To execute energy audits for enterprises participating in the EEN according to the Vietnamese standards.
• The energy audit will focus on: Electrical System, Boiler & steam system, Furnace and Heater, Compressed air system, Chiller Plant and HVAC system, Lighting system, Process Lines, Water Treatment Plant and Waste Water Treatment Plant

c. Work package 3: Assisting the realization and monitoring of implemented energy efficiency measures

ENERTEAM will in charge of consulting and supporting enterprises (as the project’s participants) in planning and instructing the implementation of energy efficiency measure at sites after finishing the energy audits.

d. Work package 4: Network meetings

To support GIZ in organizing network meetings as well as assisting the international experts in the meeting agenda preparation, discussion to participants regarding project’s activities execution, and follow-up of the EEN meetings.

e. Work package 5: Contribution to the final EEN report

After completing all project’s activities as required, ENERTEAM will support the international expert in preparing the final project’s reports together results achieving finally.

The project was successfully executed in 2018, and initially achieves efficiency in pilot implementation of EEN in industrial zone of Vietnam. It’s the first time that the project’s participants (EEN members) have chances to discuss, share and learn together in the network. Especially, for any technical supports regarding the project’s activities, ENERTEAM will be always ready and willing to help them as well as assistance from the project’s international experts also during the project performance.

After finishing required activities, further action related to this project will be taken into consideration, researched and improved appropriately so as to be replicated the EEN model that is more efficiency in future. And then, other enterprises at other sectors could have chance to participate in this network to discuss, share, learn and try for sustainable development together as well.
