Support for the adoption of Local Agenda 21 – Waste Management Plan for Dalat City (ADEME)

Waste management is one of the priorities of Dalat city. Garbage in Dalat is from two main sources: municipal waste and agricultural waste, and especially has its own characteristic of waste that mainly contains easily biodegradable organic component. Therefore, how to manage and utilize waste as well as to ensure sustainable development in related industries is a major concern of the city.

The project on “Support for the adoption of Local Agenda 21 and Definition of a Waste Management Plan (WMP) by the Peoples’ Committee of Dalat City”, co-finance by ADEME (the French Environment and Energy Management Agency) (financial and technology support). For this project, ENERTEAM was the national technical consultant, in charge of supporting Da Lat on the adoption of Agenda 21 and identifying appropriate conditions to apply the agenda in real conditions of the local.

The Project management is Da Lat City People’s Committee and was executed in 2010.

1. Project overview:

Some main work packages of the project have been executed as required include:

  • Support Da Lat City on the Agenda 21 and identify appropriate conditions for application in real conditions of the local.
  • Support in building green offices at government departments.
  • Support in development of communication tools for the community and primary schools

2. The project is divided into two main categories:

a. Pilot program for composting in Dalat
– Objectives:

  • Identify types of waste and manage waste sources in Dalat city
  • Research, test and evaluate the efficiency of composting model by toptex material

Deliverables:

Built two pilot models at ORANIK – Da Lat farm with an amount of about 40 tons of waste from Dalat market that was collected and composted by toptex technology. Fertilizer after composted that is used for composting experiments on coffee trees, salad and daisy and all have good results.

b. Raising awareness for farmers and local people on compost
– Objectives:

Raising awareness for the local on:

  • Benefits of waste 
  • Benefits of compost in agricultural production.

Deliverables:

  • People in some agricultural production communes in Da Lat city, typically Xuan Tho commune, have been raised awareness about the benefits of compost production and used it.
  • Households were guided how to classify waste at home and how to use the compost bin to make compost on a small scale

cRaising awareness on environmental protection at primary schools
– Objectives:

  • Raise awareness of teachers and students about environmental protection and they will act as a communicator to another
  • Raise awareness on energy saving, waste reduction and water conservation at the primary schools in Da Lat.

Deliverables:

Teachers and students in grades 4 and 5 of 5 primary schools are trained in 3 main topics on how to train students to save energy, protect water resources and manage waste.

The project was successfully implemented in 2010 and it has brought real and essential deliverables to the local people in Dalat as well as the most important meaning is that raising awareness of the local on waste management and make use of compost in agricultural production for the local.
